Heilongjiang Province Innovates Arbitration Legal Services for Ice-Snow Tourism

To fully implement the spirit of the 13th Provincial Party Congress and thoroughly carry out the instructions of Secretary Xu Qin on "cheering for the Winter Olympics, vigorously developing ice-snow sports, and leveraging the momentum of the Winter Olympics to strengthen and expand the ice-snow industry and economy," while actively serving the goals of "Six Longjiang," "Eight Revitalizations," and "Nine Firm Commitments," the Provincial Department of Justice, the Provincial Department of Culture and Tourism, and the Provincial Sports Bureau have taken proactive measures. They have actively seized the strategic opportunities in the post-Winter Olympics era, innovated legal service measures for ice-snow tourism and sports, improved the legal safeguard mechanisms for ice-snow tourism and sports, and jointly issued the "Guiding Opinions on Providing Arbitration Legal Services for Ice-Snow Tourism and Sports."

By integrating professionals and high-quality resources from tourism, sports, and law, the Provincial Department of Justice, the Provincial Department of Culture and Tourism, and the Provincial Sports Bureau have established a collaborative development framework of "ice-snow + arbitration," building a legal service platform for ice-snow tourism and sports arbitration. In response to the non-storability of ice-snow tourism services, the mobility of the tourism process, and the informality of contracting methods, arbitration institutions will further establish and improve the arbitration resolution mechanism for ice-snow tourism disputes. Efforts will be made to achieve the goals of rapid case filing, trial, ruling, enforcement, and fulfillment in ice-snow tourism arbitration. Actively exploring the selection of professionals with both theoretical knowledge and practical experience from renowned ice-sports coaches, referees, and athletes to form an expert pool for dispute resolution will safeguard the legitimate rights and interests of ice-snow tourism and sports consumers. This will vigorously promote the high-quality development of the ice-snow economy, contribute to the construction of a market-oriented, rule-of-law-based, and internationalized business environment, and consolidate the province’s position as China’s leading province in ice-snow resources, sports, and tourism.
